货物或服务的说明：普托马尼是一种抗分枝杆菌药物，作为贝达喹啉和利奈唑胺联合治疗方案的一部分，适用于治疗对异烟肼、利福霉素类、任意一种氟喹诺酮类药物和任意一种二线抗结核药物注射剂均耐药的成人肺结核患者。世界卫生组织（WHO）推荐使用普托马尼联合贝达喹啉和利奈唑胺口服6个月作为耐多药/利福平耐药结核病（MDR/RR-TB）的超短程治疗方案，该方案是一种新型的全程口服、不含注射剂的治疗方案。截至2023年11月15日，该推荐方案已在60多个国家或地区获批上市。2019年获得美国FDA批准上市，2024年12月在我国批准上市。

采用单一来源采购方式的原因及说明：根据《自治区卫生健康委关于批复2025年部门预算的通知》(桂卫财审发【2025】2号)文件，按照批复的项目内容，我院负责采购全区抗结核药品。普托马尼在中国商业上市，WHO推荐的耐多药结核病超短程治疗方案，国内可以实现药物可及性。该药品未进入医保，为国谈双通道自费药品，故推广应用超短程治疗方案存在制约和瓶颈。经在国家药品监督管理局网站查询，普托马尼片属于进口药品,国内只有一家代理机构销售，无法满足三家供应商响应的要求。根据《广西壮族自治区财政厅关于进一步规范政府采购单一来源采购方式管理的通知》（桂财规〔2021〕4号）第一条：单一来源采购方式的适用情形“（一）只能从唯一供应商处采购的，即因使用不可替代的专利、专有技术，或者公共服务项目具有特殊要求等，导致只能从某一特定供应商处采购的”采购规定，特此申请采取单一来源采购方式。
